GOSHEN — Goshen’s spring brush and leaf pickup is right around the corner.
Goshen Board of Public Works and Safety officials Monday received notification from the Goshen Street Department that its annual spring brush and leaf pickup will begin Monday.
According to Monica Ridenour, administrative office assistant with the department, leaves and garden plants will also be collected as part of the first brush collection of the season. Leaves may be loose or in bags, but must be kept in a separate pile from the brush.
“Place your brush and leaf piles by the curb, but not in the street,” Ridenour said in a memo to the board. “Do not place piles in the alley, for these will not be picked up.”
Ridenour warned that all brush and leaves should be put out no later than 7 a.m. Monday to ensure pickup. She also noted that due to the large amount of brush usually put out for this pickup, it may take up to two weeks in order for crews to complete the route through the city.
“The most important part of this is if you want it picked up, have it out by Monday, April 15,” said Mayor Allan Kauffman, “because we’re not promising how quickly we can get around the city, or where we’ll start.”

Water meter testing
In other action Monday, board members awarded the contract for testing and evaluation of 221 water meters within the city.
According to Keitha Windsor, contract and claims manager for the city, quotes for the project were received and opened at the board’s April 1 meeting. Submitting bids were Hydro Meter Service Inc. with a bid of $31,824, and M.E. Simpson with a bid of $46,965.
“It is recommended that the Board of Public Works and Safety award the bid to Hydro Meter Service Inc. as the lowest responsible and responsive bidder and authorize execution of the contract with Hydro Meter Service Inc. for the testing and evaluation of the 221 meters at the fixed fee of $31,824,” Windsor said. “Meter repairs shall be performed at the hourly rate of $60. Parts shall be provided at the manufacturer’s catalogue price and discontinued meter parts shall have a 20 percent markup of the catalog price.”
50/50 sidewalk program
Also awarded Monday was a contract for the city’s 2013 sidewalk 50/50 program, a program which splits the cost of sidewalk repair between property owners and the city.
According to Dustin Sailor, utilities engineer for the city, the Engineering Department received bids from four contractors for the project. Submitting bids were: JL Denlinger at $98,950; Yaw Construction at $123,450; Niblock Excavating at $128,837.50; and Rieth Riley at $163,965.
“At this time the Engineering Department is requesting the Board of Public Works and Safety award the contract to JL Denlinger Concrete, with the lowest responsible and responsive bid of $98,950,” Sailor said. “Please note that the city will be responsible for 50 percent of the cost, as the residents participating will pay the other 50 percent.”
• The board approved an agreement with Michiana Area Council Of Government to supply the city with traffic counts at several locations. In addition, MACOG will also complete two intersection analyses, one at Dierdorff Road and Kercher Road and the other at Indiana Avenue and Lincoln Avenue. The studies will include collecting traffic counts at the intersection, turn movements, signal timing data, digital photography, accident data, GPS data and a geometric layout of the intersection. Cost of the intersection studies was quoted at $2,000.
• The board approved a request by the Veterans of Foreign Wars and the Disabled American Veterans for street closures connected to the annual Memorial Day Parade scheduled for May 27. The planned parade route will start at Jefferson Street at the Goshen Police Department, head to Main Street, then proceed to Pike Street, North First Street, and on to Oakridge Cemetery. The board also approved the closing of Jefferson Street in front of the police station and the 300 block of South Fifth Street to allow for parade staging.
• The board approved permission for the Engineering Department to advertise for bids for the Dickerson Landing Phase II project. The multi-year project involves street, water, sewer and sidewalk improvements. The bids for the project will be due April 29.
• The board appointed Donna Berkey to the Board of Directors of the Housing Authority. Berkey will be filling a vacant position designated for a resident of the Housing Authority program. The remainder of her four-year term will end March 13, 2016.
