Access to the CVS at 410 S. Main St. in Goshen could soon be easier for those with disabilities following a ruling by the Goshen Plan Commission Tuesday afternoon.
During their meeting Tuesday, Goshen Plan Commission members gave their blessing to a request by CVS Pharmacy and State Permits Inc. for a major change to the CVS Planned Unit Development that seeks to reconfigure the north portion of the parking lot to increase the overall Americans with Disabilities Act accessibility of the site. The final site plan for the PUD was also approved by the commission Tuesday, and the request will now be forwarded on to the Goshen City Council with a favorable recommendation.
“The current application is for reconfiguration of the north portion of the parking lot, and what they’re trying to do is increase the overall accessibility of the site,” said Rhonda Yoder, planning and zoning administrator for Goshen. “So if you look at the site plan, they’re reconfiguring the spaces along the north side of the building, and there’s some curbing there now that will be eliminated so that it will all be just smooth into the building with no curb there at the front entrance.”
In addition, the plan also calls for the installation of a new handicap accessible path leading from Madison Street to the store through the northern parking lot, requiring the reduction of on-site parking spots from 48 to 42.
Fred Teall, a Goshen resident who owns the property directly south of the CVS store, spoke in opposition to the request during a public hearing on the matter. Teall’s primary concern was with CVS customers using his property for parking and the accumulation of trash on his property directly connected to the CVS store.
“I have a concern that with the reduction in the parking that they’re proposing, that it’s going to make it worse than it is now,” Teall said. “There has always been parking (from CVS) in my parking area. There’s trash that’s left there, and it’s just not a good situation.”
Commission member Jim McKee responded to Teall’s concerns by noting that while he understands his frustration, he also feelt that the issues did not directly relate to the request before the commission, and instead reflect a more direct conflict between Teall and the CVS corporation that should be handled privately.
“It’s almost like it’s two separate issues here,” McKee said, “and I would hope that CVS, after this meeting, tries to be a better neighbor.”
In other business, the commission:
• Tabled a petition by Maple City Chapel Inc., McCon Building Corp. and Culver’s for approval of a three-lot commercial subdivision at 2015 Lincolnway East to provide a lot for a Culver’s restaurant. The petition was tabled for a month in order to allow all parties involved more time to finalize a site plan.
• Granted plat approval for Century Industrial Park Subdivision Phase VII, Lots 5 and 6. Century Industrial is a 12-lot, industrial subdivision located on the east side of Century Drive, just north of East Kercher Road. According to Yoder, the Plan Commission granted approval for this property March 19, but the plat was not recorded. Following that approval, changes were made to the plat to remove the utility easement between Lots 5 and 6 and to add a drainage easement between the two lots, requiring a revised secondary plat to be approved by the commission.
