County to build highway garage at CRs 38 and 17

GOSHEN — Elkhart County Commissioners Monday approved a $113,000 contract with IBM Construction LLC to construct a new Highway Department storage barn near the intersection of C.R. 38 and C.R. 17.

The barn, which will be used to house several department trucks that are assigned to work in the area, originally went up for bid back in mid-July, though the project was delayed several months after the initial bid process turned up a less-than-desired result.

During the initial bid process, only one company — Mishawaka-based Gibson-Lewis LLC — responded to the request, and with a bid significantly higher than the highway department staff had originally anticipated.

According to Highway Manager Jeff Taylor, it was determined that his department could likely get a better price if the initial bid was scrapped and the project put out for bid a second time with slightly altered parameters.

A total of four companies responded for the second round of bids submitted during the board’s Oct. 14 meeting, with IBM Construction submitting the low bid of $113,000.

Also submitting bids for the project were: Timar Construction, Goshen, with a bid of $147,900; Ideal Construction, Warsaw, with a bid of $120,986; and Schrock Commercial, Goshen, with a bid of $119,965.

Other business

In other business, the commissioners approved:

• A $50,000 additional appropriation request from the Local Road and Street fund for the purchase of gas and diesel fuel.

• A $510,000 additional appropriation request from the Motor Vehicle Highway fund to replace four department vehicles.

• A $50,000 additional appropriation request from the LRS fund to hire private contractors to plow subdivisions over the winter.

• A $70,000 additional appropriation request from the MVH fund for Public Employees’ Retirement Fund (PERF) and excess hours.

• A $70,000 additional appropriation request from the Major Bridge fund and a $250,000 additional appropriation request from the Cumulative Bridge fund for bridge inspections.

• A $277,080 additional appropriation request from the Economic Development Income Tax fund for the Dec. 31 interest and principal payment for the C.R. 17 Phase 2C Major Moves loan.

• A $750,001 additional appropriation request from the Major Bridge fund for the half-year interest and principal payment for the Six Span Bridge Major Moves loan.

• A $100,000 additional appropriation request from the Major Bridge fund for Kercher Road bridge engineering work.

• A $100,000 additional appropriation request from the MVH fund for workers comp.

• A $24,029 appropriation reduction request from the Cumulative Bridge fund for Bridge 127 right of way.

• A $15,216 appropriation reduction request from the Cumulative Bridge fund for engineering work on the Monroe Street Bridge.

• A $23,250 appropriation reduction request from the Cumulative Bridge fund for bridge inspections from 2010 to 2012.

• A $157,215 appropriation reduction request from the Major Bridge fund for the Prairie Street Bridge construction and engineering phases.

• A $356,245 appropriation reduction request from the Motor Vehicle Highway fund involving truck purchases.

• A $29,300 contract with CHA Consulting for professional consulting and engineering services to examine traffic signal safety improvements within the county.
