GOSHEN — Progress on the potential construction of a new Culver’s restaurant in Goshen took another step forward Monday following a meeting of the Goshen Board of Public Works and Safety.
During Monday’s meeting, members of the Board of Works officially accepted the plat for a project known as the Maple City Chapel Subdivision.
According to Rhonda Yoder, planning and zoning administrator for the city, the request is directly connected to a proposal by Culver’s, with the support of McCon Building Corp. and Maple City Chapel, to construct a three-lot major commercial subdivision (known as Maple City Chapel) at 2015 Lincolnway East, Goshen, that would provide a lot for development of a Culver’s restaurant on the property.
“This is for a three-lot major commercial subdivision. It’s where Maple City Chapel is currently located,” Yoder said. “It’s currently two parcels, and they’re creating three lots. The Plan Commission granted primary approval July 16, and a condition of their approval is that the Board of Works accept the dedication (of the plat). In this case there is no right-of-way to be dedicated, only easements, and all infrastructure is in place, so no bonds are required.”
Yoder noted that the subdivision plat is consistent with the primary subdivision approval, and the proposed lots and subdivision meet the requirements of the Subdivision Ordinance and Zoning Ordinance, with the exception that no overall subdivision drainage plan was required as part of primary approval.
With the plat approved by the board, the petition now moves back to the Plan Commission for consideration of secondary plat approval.
In other business, the board:
• Approved a contract with Mike’s Masonry Inc. to tuck point and/or caulk all the joints on the wall caps, doors and on the headers and sills of windows on the east and west sides of the Goshen Water Department building, 308 N. Fifth St., at a cost not to exceed $16,500.
• Approved an amended agreement with Ergo Resource Management Inc. to determine if a combination of the city’s stationary generators, gas fire boilers, wastewater digesters and waste gas burners may require an air permit to comply with the U.S. Environmental Protection Agency and Indiana Department of Environmental Management’s National Emission Standards for Hazardous Air Pollutants air permit regulations. Total contract cost is not to exceed $8,362, and all contract work must be completed by Sept. 6.
• Accepted an easement from LaCasa Inc. for a section of real estate at Kansas Drive and Westplains Drive currently owned by LaCasa. The easement is needed by the city for public utility purposes connected to the installation of a six inch water main on the property.
• Approved a request by Elkhart County government to temporarily restrict lane access along the Lincoln Avenue Bridge to one lane on Friday to allow a contractor to perform minor patching repairs on the bridge piers.
• Approved sub-recipient agreements for the 2013 Community Development Block Grant totalling $46,750. Distribution of the grant is as follows: LaCasa Inc., $5,750; Boys and Girls Club of Greater Goshen Inc., $8,084; Center for Healing and Hope, $5,039; Goshen Interfaith Hospitality Network, $9,824; Maple City Health Care Center Inc., $4,836; and Walnut Hill Early Childhood Center, $13,217.
