Goshen board declares purchasing emergency through March

---- — GOSHEN — Goshen Board of Public Works and Safety members Monday voted to declare a temporary purchasing policy emergency for the city connected to the unusually hard winter the area has been seeing over the past few weeks.

According to Keitha Windsor, contract and claims manager for the city, the ongoing frigid temperatures and heavy snowfall experienced by the city recently have maximized the Goshen Street Department’s use of materials and equipment.

As a result, Windsor said the department has been forced to prepare and respond to each new snow storm situation by quickly obtaining resources without going through the normal processes and procedures in order to keep the city safe.

“The Street Department anticipates their need to continue to secure urgent resources until the first week of March,” Windsor said. “Permission is requested of the Board of Public Works and Safety to declare an emergency until the first week of March, 2014, for securing additional and urgent resources for dealing with the snow storms without going through normal processes and procedures.”

The board agreed, and the request was approved unanimously.

Other business

In other business, the board:

• Approved the hiring of Ronnie R. Yoder Jr. for the position of probationary patrol officer with the Goshen Police Department.

• Accepted easements from the Amity Corp., Goshen College Inc. and Goshen Hospital Association Inc. connected to the recently completed Goshen College Trail, which connects the Winona Trail to the Millrace Trail. The easements were needed due to the trail being constructed across real estate owned by the three entities.

• Approved a contract with Waggoner, Irwin, Scheele & Associates to provide a job classification and compensation study related to city employees. Cost of the contract is not to exceed $26,335, and all work is to be completed by June 1 of this year.

• Approved a contract with H.J. Umbaugh & Associates Certified Public Accountants LLP to prepare a five-year comprehensive capital plan for the city. Cost of the contract is not to exceed $30,000.
