City council moves money

The Goshen City Council moved more than $83,000 in reimbursements to city departments to appropriate accounts at its meeting Tuesday evening.

The money was moved to the city’s Economic Development Income Tax fund’s line for contracted services. The money was received from the Indiana Department of Transportation, First United Methodist Church and Goshen General Hospital for reimbursement of projects the city helped to fund.

Also, $182 was moved to the office supplies line of the court fees fund from money that was being held by the state Attorney General’s Office.

The terms of two loans to the Goshen Fire Department were changed, effecting a 3 percent decrease in the interest rates on the loans from the Electric Utility Sale fund. The fire department will now be charged a 2 percent interest rate, relatively equivalent to the interest that would be gained on the money if it were in a bank.

Authorization was given for the extension of city sewer and water utilities to East Goshen Mennonite Church. The church had been connected to the utilities approximately 20 years ago, but official authorization had never been given.

The church has paid all fees for the utilities each year since the original connection. Approval was also given to charge a $750 connection fee for a recent expansion to the church.

The board voted to allow the Economic Development Corp. of Elkhart County to use for any purpose $7,500 originally given to the organization by the city in 2006 for development of a broadband infrastructure in the county. In exchange for the allowance, the council is deducting the same amount from its yearly appropriation to the EDCEC, effecting a $0 net increase.
