Elkhart County Commissioners Monday officially accepted bids for the next phase of C.R. 17 between C.R. 38 and C.R. 40.
A total of five companies submitted bids for the project. A breakdown of the companies and their bids is as follows:
• Rieth-Riley Construction Co. Inc., Goshen, with a bid of $1,772,747;
• Phend & Brown Inc., Milford, with a bid of $1,516,108;
• Niblock Excavating Inc., Bristol, with a bid of $1,524,983;
• C & E Excavating Inc., Elkhart, with a bid of $1,903,139; and,
• Walsh & Kelly Inc., Goshen, with a bid of $1,668,002.
According to County Highway Manager Jeff Taylor, the extension will involve what is known as a “super two” design, which will essentially be a two-lane section with wide, 8-food paved shoulders and 150 feet of right-of-way.
According to Taylor, plans for the extension of C.R. 17 had originally called for four-lane sections being constructed all the way to U.S. 6, though funding issues connected to the economy eventually caused the plan to be changed. Instead, the decision was made to end the four-lane C.R. 17 construction at C.R. 38, with the final section between C.R. 38 and C.R. 40 involving a reduced, two-lane limited-access section.
Elkhart County Council members back in February granted a $2 million additional appropriation to the County Highway Department to fund construction of the road’s extension from C.R. 38 to C.R. 40.
With all bids for the project now submitted, the board voted to officially accept the bids and refer them on to the County Highway Department for review.
According to Taylor, the project’s expected completion date has tentatively been set for August 2014.
In other business, the board approved:
• A request by the Elkhart County Health Department to enter into an independent contractor agreement for professional services with Mark Potuck of Dr. Stosh & Company at a cost not to exceed $8,000. The roughly four-month contract, which will be grant-funded, will involve Potuck assisting the county with flu prevention services.
• A request by Max and Rhoda Weldy and Elkhart Development LLC for secondary approval of a 20-lot subdivision known as Jemian Trace Phase III. The subdivision is located 460 feet north of C.R. 18 at the north extension of Jemian Drive in Jefferson Township.
• A request by Hart City Properties Inc. for a zone map change from Residential-2 to Manufacturing-1 for a property located on the northeast corner of Markle Street and Florence Street, just west of Ind. 19, in Baugo Township.
• A request by the County Highway Department to rescind the previously imposed weight limits for Bridge 359, Bridge 383 and Bridge 365.
