Large equipment purchases topped the agenda during a meeting of the Elkhart County Board of Commissioners Monday morning.
First to be approved was a request by County Landfill Manager Kim Davis for an additional appropriation of $48,000 for the purchase of a new outbound truck scale at the county landfill.
“The outbound truck scale is shot out at the landfill,” Davis told the board Monday. “It barely limped through certification back in December.”
Davis said he researched pricing options at two local companies, eventually settling on a $48,000 quote by Mishawaka-based Steinhoffer Scale Co. Inc.
“Both of them looked at (the old scale) and both presented quotes, and I’m recommending we accept the low quote for $48,000 as opposed to $53,000 for the other one,” Davis said. “If you give approval today, we’ll get started on that immediately.”
New brush chipper
Next to be approved was an additional appropriation request by County Highway Manager Jeff Taylor of $40,000 for the purchase of a new Mobark Beever M15R Chipper.
“We are selling off three chippers,” Taylor said. “The oldest is I think a 1998, and the newest of the three is a 2006. We’re going to replace those three with this one.”
Taylor indicated that the Highway Department’s shop foreman received several quotes for the chipper from area companies, the lowest of which was $52,000. However, further negotiations eventually got the seller to drop the price down to $40,000.
“They did want $52,000 for it,” Taylor said, “but the shop foreman told them all we had was $40,000.”
• The board approved an out-of-state travel request by Elkhart County Sheriff Brad Rogers to send three sheriff’s department employees to Milwaukee, Wis., in March to attend a Prison Rape Elimination Act (PREA) training conference. The title of the conference is “Responding to Sexual Abuse of Inmates in Custody.”
• The board approved a 2013 Addendum to Expense Reimbursement Agreement with the County Redevelopment Commission. Chris Godlewski, director of County Planning and Development, indicated that the agreement authorizes the use of Tax Increment Finance (TIF) funds to reimburse administrative expenses paid for out of the county general fund.
• The board approved a request by Downtown Goshen Inc. to use the courthouse lawn for First Fridays events in April, June, July, September and October. The request involves the placement of a temporary stage on the south side of the courthouse lawn for entertainment purposes during the monthly First Fridays events.
