Several additional appropriations totaling $580,000 and an amendment to the Plymouth Avenue Economic Development Area topped the list of approvals made by the Goshen City Council Tuesday evening.
Included among those was a request by Goshen Fire Chief Dan Sink to appropriate $80,000 from the Goshen Fire Department’s Cumulative Fire Special Fund to allow for the purchase of a property at 1201 College Ave.
According to Sink, the City Council in 2012 approved an additional appropriation in the amount of $80,000 for the purchase of the 1201 College Ave. property, an area contiguous with the city’s College Avenue station that Sink hoped to use for future expansion.
However, Sink noted that the owner of the home and the fire department did not reach an agreement for the purchase of the property prior to the end of 2012, at which time the additional appropriation reverted back to the department’s cash reserve fund.
Since that time, Sink said the department has continued to be in contact with the property owner and recently reached an agreement for a purchase price of $79,500.
Also approved Tuesday was a request by Kauffman for $500,000 to be transferred out of the Rainy Day Fund and into the General Fund to help pay for city trash pickup and other costs typically drawn from the General Fund.
An additional appropriation request for $3,500 from the General Fund to go toward a technology stipend for council members ended up being removed from the agenda Tuesday after a policy conflict was discovered.
“There’s no amount that can be added to council members’ compensation during the year of the elected officials salary ordinance,” Kauffman said. “That one cannot be amended during the year. So if there’s going to be a stipend paid to council members, it’s going to have to be in the 2014 elected officials salary ordinance.”
Plymouth Avenue EDA
Also approved by the council Tuesday was an amendment of the Plymouth Avenue Economic Development Area.
According to Mark Brinson, community development director for the city, the Plymouth Avenue EDA consists of eight acres generally located south of Plymouth Avenue, east of Greene Road, west of Indiana Avenue and north of C.R. 36.
Brinson said the Plymouth Avenue EDA has long been recognized as an area with significant water and drainage issues in serious need of correcting.
Through the amended plan, additional infrastructure will reportedly be added to the area including water drainage, water detention, water retention and other facilities and infrastructure that improves drainage and water retention within the Plymouth EDA.
“The only purpose of this particular amendment is to add projects to the list of projects that we can do in the Plymouth Avenue Economic Development Area,” said city attorney Larry Barkes. “Projects to be added are water retention and drainage projects, which are not currently on the list of projects that we can do.”
