An agreement between Goshen city government and LaCasa Inc. allowing for the donation of the former Hawks Building to the local non-profit was approved Monday.
That move by the Goshen Board of Public Works and Safety Monday followed approval by the Goshen Redevelopment Commission last week. Commission members agreed to donate the Hawks building, located along the millrace at 214 W. Jefferson St. to LaCasa rather than sell it for the originally agreed-upon sales price of $162,664. The Board of Works Monday officially approved that amendment to that agreement.
Larry Gautsche, executive director of LaCasa Inc., said group requested the donation rather than the sale of the property in order to increase the chances of LaCasa’s rehabilitation project qualifying for a $500,000 grant from the Federal Home Loan Bank. According to the grant guidelines, projects that include donated property score additional points.
“The original agreement had LaCasa paying $162,000 for the Hawks Building,” Goshen city attorney Larry Barkes. “In their request to get (grant) funding, they found that it would be better for them for evaluation purposes if that was donated.”
In return for the donation, LaCasa has agreed to immediately take on the obligation of maintaining the building, which over the years has fallen into significant disrepair. In addition, LaCasa will also commit $80,000 toward construction of a new public parking lot on the property, plus an additional $4,000 for site preparation to accommodate LaCasa’s rehabilitation plans.
“We’re still going to put the parking lot in, and it’s going to be more than $84,000, but they’re going to pay $84,000,” Barkes said. “In addition, they will immediately start providing maintenance to the existing building, which has been a substantial amount of money in the past and a major headache. So now it becomes (LaCasa’s) major headache.”
In other business, the board approved:
• Promoting Brian Wogoman from probationary private to private first class with the Goshen Fire Department.
• A temporary order for no parking in the subdivision of Larimer Greens and condos on July 7 . The no-parking order was made to ensure fire and other emergency vehicles can access the area during the Celebrate America event and fireworks.
• The closure of the alley behind the LifePoint Church, 1006 S. 16th St., Goshen, from Plymouth Avenue to Fairfield Avenue for a church day camp. The closure will be in effect this week between 8:30 a.m. and 4:30 p.m. daily.
• The closure of the alley between Middlebury Street and the north end of the St. Marks United Methodist Church parking lot, 502 N. Main St., Goshen, to allow use of a scissor lift to paint the side of the church building along the alley. The closure was approved for June 22, June 29, and July 13 from 7:30 a.m. until approximately noon to 1 p.m. each day.
• An amendment to an agreement with Doug Perry to provide services to the city’s utilities on an as-needed basis but not to exceed 150 hours in any calendar year from 2010 to 2014.
