GOSHEN — Outside storage has now been approved for a segment of the Keystone RV property on Corrie Drive in Goshen.
Goshen Plan Commission members Tuesday approved a major change to an ordinance for the area which will allow outside storage between the west wall of the current Keystone RV building located at 3313 Corrie Drive, Goshen, and the west property line. The commission also granted final site plan approval for the related property.
According to Rhonda Yoder, planning and zoning administrator for Goshen, the change stems from a request by Keystone RV Company and Brads-Ko Engineering and Surveying for permission to install an outside inventory storage area to the west and south of the existing Keystone building on Parcel A of the property.
Originally approved in October 2006 and amended in June 2010, the Nappanee Window PUD specifically prohibited outside storage or trash dumpsters on Parcel A between the west wall of the buildings and the west property line due to concerns raised by residents of the adjacent residential neighborhood including noise, lighting, visual issues, air quality and traffic.
Due to the concerns expressed in the PUD, commission members Tuesday agreed to limit outside storage at the site to only finished products, which they indicated should help to keep the noise level lower adjacent to the nearby residential neighborhood provided that adequate setbacks and lighting control are required.
Along those lines, the agreed upon change to the Nappanee Window PUD also included a variety of additional requirements that Keystone must abide by in order to remain in compliance with the ordinance. Those requirements include:
• Limiting the height of outside storage materials to a maximum height lower than the top of the trees on the established berm;
• The outside storage area must maintain the required 100 foot setback adjacent to the nearby residential area, with any proposed fencing to be maintained at the 100 foot setback line;
• A landscape plan must be submitted and approved by the city planner, including providing the required street trees along the southern portion of Parcel A;
• The site plan must be approved by the City Engineering Department before a zoning clearance/building permit can be issued; and,
• A lighting plan must be submitted and approved by the city planner demonstrating that all lighting is retained on site, with no illumination, glare or reflection on adjacent properties. While city planning staff had originally recommended limiting all exterior light poles located within the proposed outside storage area to 14 feet in height or less, commission members eventually increased that height limit to a maximum of 30 feet.
Following the Plan Commission’s approval Tuesday, the request now moves on to be heard by the Goshen City Council.
• Commission members approved the declaratory resolution and amended economic development plan for the Plymouth Avenue Economic Development Area. According to the plan, the Plymouth Avenue EDA consists of eight acres generally located south of Plymouth Avenue, east of Greene Road, west of Indiana Avenue and north of C.R. 36. Through the amended plan, additional infrastructure will reportedly be added to the area including water drainage, water detention, water retention and other facilities and infrastructure that improves drainage and water retention within the Plymouth EDA.
